Article R1614-81 of the French General Code of Local Authorities

Investments for the purpose of building, renovating, restructuring or making accessible as provided for in articles L. 111-7 to L. 111-7-4 of the Code de la construction et de l’habitation, for the benefit of a main departmental library can only be taken into account if the surface area built, the surface area renovated or the total surface area after works reaches at least the surface area existing on the date of transfer of the central lending library to the department or, if the departmental library was built after the date of transfer of the central lending libraries to the departments, on the date of its opening to the public.

In departments that do not have a departmental library, construction projects are only subject to the condition that the total surface area of the main departmental library after works is at least 1,500 square metres.

Extensions to main departmental libraries are only subject to the condition that the new surface area is at least equal to one quarter of the surface area already in existence.

Les investissements ayant pour objet la construction, la rénovation, la restructuration ou la mise en accessibilité prévu par les articles L. 111-7 à L. 111-7-4 du code de la construction et de l’habitation, au profit d’une bibliothèque départementale principale ne peuvent être pris en compte que si la surface construite, la surface rénovée ou la surface totale après travaux atteint au minimum la surface existant à la date du transfert de la bibliothèque centrale de prêt au département ou, si la bibliothèque départementale a été construite après la date du transfert des bibliothèques centrales de prêt aux départements, à la date de son ouverture au public.

Dans les départements qui ne disposent pas d’une bibliothèque départementale, les opérations de construction ne sont soumises qu’à la condition que la surface totale après travaux de la bibliothèque départementale principale atteigne au minimum 1 500 mètres carrés.

Les opérations d’extension des bibliothèques départementales principales ne sont soumises qu’à la condition que les nouvelles surfaces soient au moins égales au quart des surfaces déjà existantes.
