Article R163-3 of the French Monetary and Financial Code

It is an offence for any person responsible in any capacity whatsoever for the management or administration of a credit institution or one of the institutions or services mentioned in Article L. 518-1 of the French Monetary and Financial Code, with the exception of the French Treasury, to charge a customer for electronic payment transactions in euros or credit transfers in euros up to a maximum amount of 50,000 euros between two Member States a fee different from that which the institution or service in question charges for national transactions in euros within the territory of the Member State, of the same type and amount, for which it has the same information, is punishable by the fine laid down for 1st class offences.

Article R163-3

Le fait, pour toute personne chargée à un titre quelconque de la direction ou de l’administration d’un établissement de crédit, ou d’un des établissements ou services mentionnés à l’article L. 518-1 du code monétaire et financier, à l’exception du Trésor public, de facturer à un client pour ses opérations de paiement électronique en euros ou ses virements en euros d’un montant maximum de 50 000 euros opérés entre deux Etats membres des frais différents de ceux que l’établissement ou le service en cause lui facture pour des opérations nationales en euros à l’intérieur du territoire de l’Etat membre, de même nature et de même montant, pour lesquelles il dispose des mêmes renseignements, est puni de l’amende prévue pour les contraventions de 1re classe.
