Article R2113-2 of the French General Code of Local Authorities

Voters cast a yes or no vote. To this end, they are provided with two ballot papers printed on white paper, one of which bears the answer “yes” and the other the answer “no”. These ballot papers are sent to each voter by the prefecture. The text of the prefect’s order provided for in article R. 2113-1.

Les électeurs se prononcent par oui ou par non. A cet effet, il est mis à leur disposition deux bulletins de vote imprimés sur papier blanc dont l’un porte la réponse ” oui ” et l’autre la réponse ” non “. Ces bulletins sont envoyés par la préfecture à chaque électeur. A cet envoi est joint le texte de l’arrêté du préfet prévu à l’article R. 2113-1.
