Article R2142-1 of the French Public procurement code

The conditions for participation in the procurement procedure relating to the capacities of the candidate referred to in Article L. 2142-1, as well as the acceptable means of proof, shall be indicated by the purchaser in the notice of invitation to tender or in the invitation to confirm interest or, in the absence of such a notice or invitation, in the consultation documents.

Les conditions de participation à la procédure de passation relatives aux capacités du candidat mentionnées à l’article L. 2142-1, ainsi que les moyens de preuve acceptables, sont indiqués par l’acheteur dans l’avis d’appel à la concurrence ou dans l’invitation à confirmer l’intérêt ou, en l’absence d’un tel avis ou d’une telle invitation, dans les documents de la consultation.
