Article R2142-16 of the French Public procurement code

A purchaser who intends to limit the number of candidates shall indicate, in the notice of call for tenders or in the invitation to confirm interest, the objective and non-discriminatory criteria which he intends to apply for this purpose, the minimum number of candidates he intends to invite and, where appropriate, their maximum number.

L’acheteur qui entend limiter le nombre de candidats indique, dans l’avis d’appel à la concurrence ou dans l’invitation à confirmer l’intérêt, les critères objectifs et non-discriminatoires qu’il prévoit d’appliquer à cet effet, le nombre minimum de candidats qu’il prévoit d’inviter et, le cas échéant, leur nombre maximum.
