Article R2143-1 of the French Public procurement code

The purchaser shall set the time limits for receipt of applications, taking into account the complexity of the contract and the time needed by economic operators to prepare their applications.
In formalized procedures, the time limits for receipt of applications may not be less than the minimum time limits specific to each procedure set out in Chapter I of Title VI of this Book.

L’acheteur fixe les délais de réception des candidatures en tenant compte de la complexité du marché et du temps nécessaire aux opérateurs économiques pour préparer leur candidature.
En procédure formalisée, les délais de réception des candidatures ne peuvent être inférieurs aux délais minimaux propres à chaque procédure fixée au chapitre Ier du titre VI du présent livre.
