Article R2161-12 of the French Public procurement code

The minimum time limit for receipt of applications shall be thirty days from the date on which the contract notice is sent or, where the call for competition is made by means of a prior information notice, from the date on which the invitation to confirm interest is sent.
Where a duly justified situation of urgency makes it impossible to comply with this minimum time limit, the contracting authority may set a time limit for receipt of applications which may not be less than fifteen days from the date of dispatch of the call for competition notice or the invitation to confirm interest.

Le délai minimal de réception des candidatures est de trente jours à compter de la date d’envoi de l’avis de marché ou, lorsque l’appel à la concurrence est effectué au moyen d’un avis de préinformation, à compter de la date d’envoi de l’invitation à confirmer l’intérêt.
Lorsqu’une situation d’urgence, dûment justifiée, rend ce délai minimal impossible à respecter, le pouvoir adjudicateur peut fixer un délai de réception des candidatures qui ne peut être inférieur à quinze jours à compter de la date d’envoi de l’avis d’appel à la concurrence ou de l’invitation à confirmer l’intérêt.
