Article R2162-22 of the French Public procurement code

The jury is made up of people who are independent of the participants in the competition. Where a particular professional qualification is required to take part in a competition, at least one third of the members of the jury must hold that qualification or an equivalent qualification.

Le jury est composé de personnes indépendantes des participants au concours. Lorsqu’une qualification professionnelle particulière est exigée pour participer à un concours, au moins un tiers des membres du jury doit posséder cette qualification ou une qualification équivalente.
