Article R2192-15 of the French Public procurement code

When the request for payment is sent electronically pursuant to Articles L. 2192-1 to L. 2192-3, the date of receipt of the request for payment by the contracting authority corresponds to :

1° Where invoices are sent by electronic data interchange, the date on which the State’s budgetary and accounting information system time-stamps the arrival of the invoice and, for other contracting authorities, the date of notification of the electronic message informing it that the invoice has been made available on the public invoicing portal mentioned in article L. 2192-5 ;

2° When invoices are sent via the portal or service mode, on the date of notification to the contracting authority of the electronic message informing it that the invoice is available on this portal.

Lorsque la demande de paiement est transmise par voie électronique en application des articles L. 2192-1 à L. 2192-3, la date de réception de la demande de paiement par le pouvoir adjudicateur correspond :

1° Lorsque les factures sont transmises par échange de données informatisé, à la date à laquelle le système d’information budgétaire et comptable de l’Etat horodate l’arrivée de la facture et, pour les autres pouvoirs adjudicateurs, à la date de notification du message électronique l’informant de la mise à disposition de la facture sur le portail public de facturation mentionné à l’article L. 2192-5 ;

2° Lorsque les factures sont transmises par le mode portail ou service, à la date de notification au pouvoir adjudicateur du message électronique l’informant de la mise à disposition de la facture sur ce portail.
