Article R2197-7 of the French Public procurement code

Each local committee comprises six members with voting rights:
1° A chairman and a vice-chairman, chosen from serving or honorary members of the administrative courts or financial courts;
2° Two representatives of the State, serving or retired, at least one of whom works or has worked in the ministerial department concerned by the matter submitted to the committee;
3° Two competent persons who work or have worked in the same sector as the contract holder.
When examining disputes relating to the contracts of local authorities, their groupings or their public establishments, the two State employees referred to in 2° above are replaced by two members who are elected representatives or employees of the local authorities, groupings or public establishments.
The public accountant responsible for the payments relating to the disputed contract or his representative may attend the meetings in an advisory capacity.

Chaque comité local comprend six membres ayant voix délibérative :
1° Un président et un vice-président, choisis parmi les membres en activité ou honoraires des juridictions administratives ou des juridictions financières ;
2° Deux représentants de l’Etat, en activité ou en retraite, dont l’un au moins exerçant ou ayant exercé dans le département ministériel intéressé par l’affaire soumise au comité ;
3° Deux personnalités compétentes exerçant ou ayant exercé des fonctions dans le même secteur d’activité que le titulaire du marché.
Pour l’examen des différends relatifs aux marchés des collectivités territoriales, de leurs groupements ou de leurs établissements publics, les deux agents de l’Etat prévus au 2° ci-dessus sont remplacés par deux membres ayant la qualité d’élu ou d’agent des collectivités, groupements ou établissements publics.
Le comptable public assignataire des paiements relatifs au marché litigieux ou son représentant peut assister aux séances avec voix consultative.
