Article R221-33 of the French Code of civil enforcement procedures

The sale is carried out by public auction either at the place where the seized objects are located, or in an auction room or any other place open to the public whose geographical location is the most appropriate for soliciting competition at the lowest cost.
The choice is made by the creditor, subject to the conditions set out inarticle 3 of the Order of 26 June 1816 establishing the judicial auctioneers and the territorial jurisdiction of the official responsible for the sale.

La vente est effectuée aux enchères publiques soit au lieu où se trouvent les objets saisis, soit en une salle des ventes ou tout autre lieu ouvert au public dont la situation géographique est la plus appropriée pour solliciter la concurrence à moindres frais.
Le choix appartient au créancier sous la réserve des conditions prescrites par l’article 3 de l’ordonnance du 26 juin 1816 par laquelle ont été institués les commissaires-priseurs judiciaires et de la compétence territoriale de l’officier ministériel chargé de la vente.
