Article R223-4 of the French Code of civil enforcement procedures

As from the date of service of the declaration of seizure of the vehicle and opposition to the transfer of the registration certificate, no registration certificate may be issued to a new holder unless the creditor releases the vehicle or the court orders otherwise.
The declaration ceases to have effect two years after it is served, unless renewed in the same way as the initial declaration.

A compter de la signification de la déclaration valant saisie sur le véhicule et valant opposition au transfert du certificat d’immatriculation, aucun certificat d’immatriculation ne peut plus être délivré à un nouveau titulaire sauf mainlevée donnée par le créancier ou ordonnée par le juge.
La déclaration cesse de produire effet à l’expiration d’un délai de deux ans à compter de sa signification, sauf renouvellement opéré dans les formes de la déclaration initiale.
