I. – The decree provided for in the second paragraph of Article L. 2311-1, which divides the municipal budget into chapters and articles, is adopted on the report of the Minister responsible for local authorities and the Minister responsible for the budget. It defines the chapters and articles taking into account the provisions of II below.
II. – 1° For municipalities that vote their budget by nature, the functional presentation provided for in the first and second paragraphs of article L. 2312-3 is carried out, for communes of 3,500 inhabitants or more, at the level of the function and, for communes of 10,000 inhabitants or more, at the finest level of the nomenclature by function.
For the budget, the functional presentation thus defined is cross-referenced with each of the budget chapters or items according to the level of vote chosen by the municipal council.
For the administrative account, this functional presentation is cross-referenced with each of the budget items.
If the municipal council so decides, the budget documents of a municipality with fewer than 3,500 inhabitants may include a functional presentation that complies with the above provisions.
2°In communes of 10,000 inhabitants or more voting their budget by function, the presentation provided for in the first paragraph of Article L. 2312-3 is made at the finest level of the nomenclature by function for individualised operations and services.
For the budget, the presentation thus defined is cross-referenced with the two-digit accounts by nature.
For the administrative account, this presentation is cross-referenced with the most detailed account opened in the nomenclature by nature.
3° The functional cross-referenced presentation provided for in Article L. 2312-3 is not applicable to a single-activity communal public service set up as a public establishment or the subject of an annexed budget.
