The development grant envelope for overseas municipalities mentioned in 2° of II of Article L. 2334-23-1 is distributed between New Caledonia, French Polynesia, Saint-Pierre-et-Miquelon and Wallis-et-Futuna in proportion to the respective population of all their communes and territorial districts, as resulting from the last census, and then distributed between the communes and districts of these collectivities under the following conditions:
1° For New Caledonia, in accordance with the provisions of Article R. 234-4 of the Code des communes de la Nouvelle-Calédonie;
2° For French Polynesia, at the rate of:
45% in proportion to the population of each commune;
40% in proportion to the number of points allocated to each commune according to its distance from the main town of the territory, namely:
a) Australes, Marquises, Tuamotu-Gambier: 180;
b) Maupiti, Tahaa: 132;
c) Iles Sous-le-Vent (except Maupiti and Tahaa): 127;
d) Moorea-Maiao: 115;
e) Other communes: 100;
15% in proportion to the financial capacity of each commune measured by the additional centimes issued on the contribution des patentes and the contribution foncière sur les propriétés bâties;
3° For the territorial districts of the Wallis and Futuna Islands, in accordance with the provisions of Article 16 of the aforementioned Decree of 17 August 1994.
Unless otherwise stated, the population to be taken into account for the application of this article is that defined in article L. 2334-2 of this code.
