Article R2335-10 of the French General Code of Local Authorities

All supplies of drinking water, whether paid for or free of charge, give rise to the application of the charge, with the exception of:

1° Supplies made to other public drinking water distribution services;

2° The supply of public standpipes, washbasins, public drinking troughs and urinals, washing, sprinkling and fire hydrants, and sewer charging tanks.

Toute fourniture d’eau potable à titre onéreux ou gratuit donne lieu à l’application de la redevance, à l’exclusion :

1° Des fournitures faites à d’autres services publics de distribution d’eau potable ;

2° De l’alimentation des bornes-fontaines publiques, lavoirs, abreuvoirs et urinoirs publics, bouches de lavage, d’arrosage et d’incendie, réservoirs de charge des égouts.
