The candidates admitted to the contract will carry out the work on which the jury will decide, after having heard them. These services include at least a preliminary outline design for a building or, for an infrastructure work, a preliminary design accompanied by a definition of the technical performance of the work.
The jury draws up minutes of the examination of the services and the hearing of the candidates and formulates a reasoned opinion.
The purchaser may request clarifications or details concerning the tenders submitted by the candidates. These details, clarifications or additions may not have the effect of modifying the fundamental elements of the tender or the essential characteristics of the contract.
The contract is awarded in the light of the jury’s opinion.
