Article R2391-1 of the French Public procurement code

The purchaser shall grant an advance payment to the holder of a contract when the initial amount of the contract is greater than 250,000 euros excluding tax and insofar as the performance period is greater than three months.
When the contractor is a small or medium-sized enterprise or a craftsman within the meaning of Article R. 2351-12, an advance is paid when the initial amount of the contract or tranche exceeds 50,000 euros excluding tax and insofar as the performance period exceeds two months.

Article R2391-1

L’acheteur accorde une avance au titulaire d’un marché lorsque le montant initial du marché est supérieur à 250 000 euros hors taxes et dans la mesure où le délai d’exécution est supérieur à trois mois.
Lorsque le titulaire est une petite ou moyenne entreprise ou un artisan au sens de l’article R. 2351-12, une avance est versée lorsque le montant initial du marché ou de la tranche est supérieur à 50 000 euros hors taxes et dans la mesure où le délai d’exécution est supérieur à deux mois.
