Article R2391-14 of the French Public procurement code

When the framework agreement executed by the issue of purchase orders provides for a minimum amount of more than 250,000 euros excluding taxes, or 50,000 euros excluding taxes when the holder is a small or medium-sized enterprise or a craftsman within the meaning of article R. 2351-12, and is concluded by an order group, the advance payment may be granted under the conditions set out in article R. 2391-12 provided that each member of the group pays for the services it has ordered.

Article R2391-14

Lorsque l’accord-cadre exécuté par l’émission de bons de commande prévoit un montant minimum supérieur à 250 000 euros hors taxes, ou à 50 000 euros hors taxes lorsque le titulaire est une petite ou moyenne entreprise ou un artisan au sens de l’article R. 2351-12, et est conclu par un groupement de commande, l’avance peut être accordée dans les conditions fixées à l’article R. 2391-12 dès lors que chaque membre du groupement procède au paiement des prestations qu’il a commandées.
