Article R2393-24 of the French Public procurement code

The holder of the contract may subcontract when the contract is awarded and throughout its performance, provided that he has declared this to the purchaser and has obtained the subcontractor’s acceptance.
The purchaser shall state in the contract notice or, in the absence of such a notice, in another consultation document that each subcontractor must be submitted for acceptance.
It shall also specify the conditions for rejecting subcontractors in accordance with the provisions of sub-section 4 of section 1.

Article R2393-24

Le titulaire du marché peut recourir à la sous-traitance lors de la passation du marché et tout au long de son exécution, à condition de l’avoir déclarée à l’acheteur et d’avoir obtenu l’acceptation du sous-traitant.
L’acheteur indique dans l’avis de marché ou, en l’absence d’un tel avis, dans un autre document de la consultation que chaque sous-traitant doit être soumis à son acceptation.
Il précise également les conditions de rejet des sous-traitants conformément aux dispositions de la sous-section 4 de la section 1.
