Article R2431-19 of the French Public procurement code

The purpose of the diagnostic studies, which provide the client with information about the state of the building and the feasibility of the operation, is to:
1° Establish an inventory of fixtures;
2° Provide a functional, urban planning, architectural and technical analysis of the existing building;
3° Establish a functional programme for the use of the building and a financial estimate, from which the feasibility of the operation can be deduced.
The project manager may recommend additional studies to investigate the existing building.

Les études de diagnostic qui permettent de renseigner le maître d’ouvrage sur l’état du bâtiment et sur la faisabilité de l’opération ont pour objet :
1° D’établir un état des lieux ;
2° De fournir une analyse fonctionnelle, urbanistique, architecturale et technique du bâti existant ;
3° De permettre d’établir un programme fonctionnel d’utilisation du bâtiment ainsi qu’une estimation financière et d’en déduire la faisabilité de l’opération.
Le maître d’œuvre préconise, éventuellement, des études complémentaires d’investigation des existants.
