The purpose of the preliminary design studies is :
1° To confirm the feasibility of the chosen solution, taking into account additional studies and reconnaissance, and to determine its main characteristics;
2° To propose a topographical layout of the main works;
3° To propose, where appropriate, a breakdown into construction phases and to specify the duration of this construction;
4° To enable the project owner to take or confirm the decision to carry out the project, to finalise the programme and to determine the necessary resources, in particular financial resources;
5° To provide an estimate of the projected cost of the works, distinguishing between expenditure for each part of the project and each type of work, and indicating the degree of uncertainty involved, taking into account the basis of estimate used;
6° To enable the fixed remuneration to be determined under the conditions laid down in the public works contract;
7° To enable the files to be drawn up, where applicable, with a view to obtaining the building permit and other necessary administrative authorisations falling within the remit of the project management team, as well as providing assistance to the project owner during their examination.
