Article R2431-27 of the French Public procurement code

The purpose of the project studies is :
1° To specify the overall solution and the technical, architectural and landscaping choices;
2° To determine the characteristics and dimensions of the various structures in the overall solution, as well as their topographical location;
3° To specify the routes of the supply and removal of all fluids as well as the existing underground networks;
4° To specify the general provisions and technical specifications of the equipment meeting the needs of the operation;
5° Drawing up an estimate of the cost of the works, broken down into technically homogeneous elements;
6° Enabling the project owner to determine the estimated cost of the overall solution and, where applicable, of each phase of construction, to assess the operating and maintenance costs, to set the schedule for completion and, where applicable, to divide the project into lots.

Article R2431-27

Les études de projet ont pour objet :
1° De préciser la solution d’ensemble et les choix techniques, architecturaux et paysagers ;
2° De fixer les caractéristiques et dimensions des différents ouvrages de la solution d’ensemble, ainsi que leur implantation topographique ;
3° De préciser les tracés des alimentations et évacuations de tous les fluides ainsi que des réseaux souterrains existants ;
4° De préciser les dispositions générales et les spécifications techniques des équipements répondant aux besoins de l’exploitation ;
5° D’établir un coût prévisionnel des travaux décomposés en éléments techniquement homogènes ;
6° De permettre au maître d’ouvrage d’arrêter le coût prévisionnel de la solution d’ensemble et, le cas échéant, de chaque phase de réalisation, d’évaluer les coûts d’exploitation et de maintenance, de fixer l’échéancier d’exécution et de scinder, le cas échéant, l’opération en lots.
