When the construction methods or techniques or the industrial products to be used mean that the economic operator responsible for the works or the supplier of industrial products must be involved from the time the preliminary designs are drawn up, the contracting authority may decide to consult them in advance for one or more public contracts involving special technical requirements.
This consultation takes place either at the end of the preliminary or final design studies for new building works and for building and infrastructure refurbishment projects, or at the end of the preliminary studies for new infrastructure works.
The economic operator responsible for the works or the supplier of industrial products selected after consultation draws up and submits to the project owner the graphic and written documents defining the technical solutions it proposes.
