Article R3123-18 of the French Public procurement code

To prove that it has fulfilled the obligations set out in article L. 3123-2, the candidate shall produce a certificate issued by the competent administrations and bodies.
The list of taxes, levies, contributions or social security contributions for which a certificate must be issued and the list of competent administrations and bodies are set out in an order of the Minister for the Economy appended to this code.

Pour justifier qu’il a satisfait aux obligations prévues à l’article L. 3123-2, le candidat produit un certificat délivré par les administrations et organismes compétents.
La liste des impôts, taxes, contributions ou cotisations sociales devant donner lieu à délivrance d’un certificat ainsi que la liste des administrations et organismes compétents figurent dans un arrêté du ministre chargé de l’économie annexé au présent code.
