Article R3123-21 of the French Public procurement code

The following shall not be admitted to participate in the rest of the procedure for awarding the concession contract:
1° Candidates who submit an incomplete application, where applicable after implementation of the provisions of article R. 3123-20, or one containing false information or documents;
2° Candidates who submit an inadmissible application.

Article R3123-21

Ne sont pas admis à participer à la suite de la procédure de passation du contrat de concession :
1° Les candidats qui produisent une candidature incomplète, le cas échéant après mise en œuvre des dispositions de l’article R. 3123-20, ou contenant de faux renseignements ou documents ;
2° Les candidats qui produisent une candidature irrecevable.
