Article R313-15 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Other than foreign nationals belonging to one of the categories referred to in article R. 313-14, foreign nationals falling within the cases defined in article L. 313-8 may be exempted from presenting the reception certificate provided for in article R. 313-6.
