Article R3131-10-1 of the French Public Health Code

The Minister for Health implements the automated processing of personal data mentioned in article L. 3131-9-1, known as SIVIC, in the event of an event constituting an exceptional health situation or likely to involve a large number of victims, particularly in the event of a mass accident.

The purpose of this processing is to

1° To count the number of patients in health establishments and by medical-psychological emergency units, including in the posts they deploy to the scene of the event;

2° Helping to identify people in the care system;

3° Monitoring and supporting patients in the healthcare system, and supporting their families;

4° Helping the health authorities to manage the event;

5° Statistical analysis of care pathways in the event of an exceptional epidemic or biological health situation.

Article R3131-10-1

Le ministre chargé de la santé met en œuvre le traitement automatisé de données à caractère personnel mentionné à l’article L. 3131-9-1, dénommé SIVIC, en cas d’événement constituant une situation sanitaire exceptionnelle ou de nature à impliquer de nombreuses victimes, notamment en cas d’accident collectif.

Ce traitement a pour finalités :

1° Le dénombrement des patients dans les établissements de santé et par les cellules d’urgence médico-psychologique, y compris dans les postes qu’elles déploient sur les lieux de l’événement ;

2° L’aide à l’identification des personnes prises en charge dans le système de soins ;

3° Le suivi et l’accompagnement des patients dans le système de santé, ainsi que l’accompagnement de leur famille ;

4° L’aide à la gestion de l’événement par les autorités sanitaires ;

5° L’analyse statistique des parcours de soins en cas de situation sanitaire exceptionnelle de type épidémique ou biologique.
