I.-The “ORSAN” system mentioned in article L. 3131-11 includes in particular :
1° A regional plan organising, according to the risks identified, the care pathways and the ways in which the various players in the healthcare system are coordinated in order to respond to exceptional health situations. This plan specifies, for each care pathway, the missions and operational objectives entrusted to the players in the healthcare system, in particular the emergency medical services (SAMU), mobile emergency and resuscitation structures (SMUR), healthcare establishments, medico-social establishments and healthcare professionals;
2° An annual or multi-annual programme identifying the actions to be taken by those involved in the healthcare system to maintain or develop the necessary capacities, particularly in terms of patient or victim care, training of healthcare professionals and allocation of operational resources. In particular, this programme provides for one or more exercises or training sessions to be carried out each year involving those involved in the healthcare system, in order to assess the operational nature of the “ORSAN” system.
II-The “ORSAN” plan is drawn up by the director general of the regional health agency, after consultation with the prefects of the departments, the departmental committees for emergency medical assistance, permanence of care and health transport concerned and the director general of the regional health agency for the zone.
III – The Regional Health Agency shall include the objectives assigned to them under the “ORSAN” scheme in the multiannual contracts for objectives and resources mentioned in Article L. 6114-1, signed with health and medico-social establishments. Health centres and nursing homes may provide for their participation in the “ORSAN” scheme under an agreement signed with the regional health agency.
