Article R314-19 of the French Consumer Code

Where the purpose of the credit transaction is to repay at least two previous debts, including an outstanding credit, the creditor or credit intermediary shall, after dialogue with the borrower, draw up a document and provide it to the borrower in order to ensure that the borrower is properly informed, pursuant to Articles L. 314-10 to L. 314-13. The lender or intermediary responds to any request from the borrower for an explanation of this document.
In the case of a transaction giving rise to the provision of the information sheet referred to in article L. 312-12, this information document is provided to the borrower at the latest at the same time as this information sheet, to which it may be attached.
In the case of a transaction giving rise to the provision of a European standardised information sheet referred to in Article L. 313-7, the information document is provided to the borrower at the latest at the same time as this sheet, to which it may be attached.

Article R314-19

Lorsque l’opération de crédit a pour objet le remboursement d’au moins deux créances antérieures dont un crédit en cours, le prêteur ou l’intermédiaire de crédit établit, après dialogue avec l’emprunteur, un document qu’il lui fournit afin de garantir sa bonne information, en application des articles L. 314-10 à L. 314-13. Le prêteur ou l’intermédiaire répond à toute demande d’explication de l’emprunteur concernant ce document.
Dans le cas d’une opération donnant lieu à la fourniture de la fiche mentionnée à l’article L. 312-12, ce document d’information est fourni à l’emprunteur au plus tard au même moment que cette fiche, à laquelle il peut être annexé.
Dans le cas d’une opération donnant lieu à la fourniture d’une fiche d’information standardisée européenne mentionnée à l’article L. 313-7, le document d’information est fourni à l’emprunteur au plus tard au même moment que cette fiche, à laquelle il peut être annexé.
