I. – When the mental health actors mentioned inarticle L. 3221-2 working in the field of mental health in a given territory take the initiative to draw up a territorial mental health project, they send the Director General of the Regional Health Agency a document specifying the proposed boundaries of the mental health territory, the list of associated actors and the actor or actors designated as correspondents for the Agency.
II. – In order to draw up the territorial mental health project, the professionals and establishments working in the field of mental health in this territory :
1° Ensure the participation of the territorial psychiatric communities mentioned in VI of article L. 3221-2, where they exist ;
2° Ensure consistency between the shared medical project of the territorial hospital group(s) present in the mental health territory and the territorial mental health project;
3° Take account of the projects of primary care teams, territorial professional health communities and coordination support schemes and specific regional schemes;
4° Where necessary, take into account the specific needs of defence, in accordance with the protocol provided for in Article L. 6147-11 and the specific contract provided for in Article L. 6147-12.
III. – The Regional Health Agency coordinates the process for drawing up the territorial mental health project initiated by the players involved. It ensures that the legislative and regulatory provisions are complied with, that all the players concerned are involved, that the territory chosen is appropriate and that the work is progressing well and within a satisfactory timeframe.
IV. – Failure by those involved to draw up a territorial mental health project is recorded by the Director General of the Regional Health Agency no later than eighteen months from the date on which the five-year period following the decision by the Director General of the Regional Health Agency adopting the previous territorial mental health project expires.
