Article R3334-3-1 of the French General Code of Local Authorities

The minimum operating grant is distributed among the metropolitan départements that meet the conditions for its allocation:

1° For 30% of its amount, in proportion to the length of the road classified in the departmental public domain assessed at 1 January of the year preceding the distribution, the length of road located in mountain areas being affected by a multiplying coefficient of 2 ;

2° For 30% of its amount, in proportion to the ratio between the average financial potential per square kilometre of all non-urban metropolitan departments and the financial potential per square kilometre of each beneficiary department;

3° For 40% of its amount, in proportion to the difference between the department’s per capita financial potential and the average per capita financial potential of all non-urban metropolitan departments of each beneficiary department.

La dotation de fonctionnement minimale est répartie entre les départements métropolitains qui en remplissent les conditions d’attribution :

1° Pour 30 % de son montant, proportionnellement à la longueur de la voirie classée dans le domaine public départemental appréciée au 1er janvier de l’année précédant la répartition, la longueur de voirie située en zone de montagne étant affectée d’un coefficient multiplicateur de 2 ;

2° Pour 30 % de son montant, proportionnellement au rapport entre le potentiel financier moyen par kilomètre carré de l’ensemble des départements métropolitains non urbains et le potentiel financier par kilomètre carré de chaque département bénéficiaire ;

3° Pour 40 % de son montant, proportionnellement à l’écart entre le potentiel financier par habitant du département et le potentiel financier moyen par habitant de l’ensemble des départements métropolitains non urbains de chaque département bénéficiaire.
