Article R351-5 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The foreign national is informed, in a language he or she understands or can reasonably be expected to understand, of the positive or negative nature of the decision taken by the Minister responsible for immigration pursuant to Article L. 352-1.
When the Minister takes a decision to refuse entry on the grounds of asylum, the French Office for the Protection of Refugees and Stateless Persons sends the foreign national, in a sealed envelope, a copy of the transcript referred to in Article L. 531-19. This is sent at the latest at the same time as notification of the Minister’s decision.

L’étranger est informé, dans une langue qu’il comprend ou dont il est raisonnable de penser qu’il la comprend, du caractère positif ou négatif de la décision prise par le ministre chargé de l’immigration en application de l’article L. 352-1.
Lorsque le ministre prend une décision de refus d’entrée au titre de l’asile, l’Office français de protection des réfugiés et apatrides transmet à l’étranger, sous pli fermé, une copie de la transcription mentionnée à l’article L. 531-19. Cette transmission est faite au plus tard en même temps que la notification de la décision du ministre.
