Article R4125-1-1 of the French Public Health Code

No later than two months before the date of the elections to the departmental councils, the president of the organising council, or failing that the president of the National Council, shall send an individual invitation to each voter.

This notice shall indicate

1° The number of pairs of candidates or candidates to be elected, titular members and, where applicable, substitutes ;

2° The place and date of the election, the procedures and the opening and closing times of the ballot. In the event of an on-site vote, this must last at least two hours;

3° The formalities to be completed for the submission of candidacies in accordance with the provisions of articles R. 4125-6 and R. 4125-7 ;

4° The possibility for each pair of candidates or candidate to draw up a profession of faith for the attention of voters, which is enclosed with the electoral documents. This document, written in French on a page no larger than 210 × 297 mm in black and white, may only be devoted to the presentation of the candidates in whose name it is circulated and to issues falling within the Order’s remit as defined in article L. 4121-2.

Article R4125-1-1

Au plus tard deux mois avant la date des élections aux conseils départementaux, le président du conseil organisateur, ou à défaut le président du Conseil national, adresse une convocation individuelle à chaque électeur.

Cette convocation indique :

1° Le nombre de binômes de candidats ou de candidats à élire, titulaires et, le cas échéant suppléants ;

2° Le lieu et la date de l’élection, les modalités ainsi que l’heure d’ouverture et de fermeture du scrutin. En cas de vote sur place, celui-ci dure au minimum deux heures ;

3° Les formalités à accomplir pour le dépôt des candidatures conformément aux dispositions des articles R. 4125-6 et R. 4125-7 ;

4° La possibilité pour chaque binôme de candidats ou candidat de rédiger à l’attention des électeurs une profession de foi qui est jointe à l’envoi des documents électoraux. Celle-ci, rédigée en français sur une page qui ne peut dépasser le format de 210 × 297 mm en noir et blanc, ne peut être consacrée qu’à la présentation des candidats au nom desquels elle est diffusée et à des questions entrant dans le champ de compétence de l’ordre défini à l’article L. 4121-2.
