Article R4134-21 of the French General Code of Local Authorities

The regional economic, social and environmental council shall draw up its rules of procedure.

The rules of procedure shall lay down the composition of the bureau, the number, composition, powers and operating rules of the committees, as well as the conditions under which the council may delegate to its bureau the power to formulate an opinion on exhaustively specified matters.

The rules of procedure may also provide for the creation of specialised and temporary working groups and for the involvement in the work of leading figures and regional bodies not belonging to the Regional Economic, Social and Environmental Council. State civil servants may only participate in this work with the agreement of the regional prefect and that of the president of the regional council when it concerns matters for which the departments to which they belong have been made available to the latter.

The rules of procedure also lay down the rules governing the operation of the sections and the conditions for the election of the Chairman, Vice-Chairman and Secretary.

Article R4134-21

Le conseil économique, social et environnemental régional établit son règlement intérieur.

Le règlement intérieur fixe la composition du bureau, le nombre, la composition, les compétences et les règles de fonctionnement des commissions ainsi que les conditions dans lesquelles le conseil peut déléguer à son bureau le pouvoir de formuler un avis sur des objets limitativement précisés.

Le règlement intérieur peut en outre prévoir la création de groupes de travail spécialisés et temporaires ainsi que les modalités d’association aux travaux de personnalités et d’organismes à vocation régionale n’appartenant pas au conseil économique, social et environnemental régional. Les fonctionnaires de l’Etat ne peuvent participer à ces travaux qu’avec l’accord du préfet de région et celui du président du conseil régional lorsqu’il s’agit d’affaires pour lesquelles les services auxquels ils appartiennent ont été mis à la disposition de ce dernier.

Le règlement intérieur fixe également les règles de fonctionnement des sections ainsi que les conditions d’élection du président, du vice-président et du secrétaire.
