Article R4141-3 of the French Public Health Code

The conseil départemental de l’ordre may only give a favourable opinion if the student applicant has passed the fifth year examination in France, offers the necessary guarantees of good character and does not have any infirmity or pathological condition incompatible with the practice of the profession. The existence of any infirmity or pathological condition is established, where applicable, under the conditions set out in article R. 4124-3.

Reasons shall be given for any unfavourable opinion of the Council.

Le conseil départemental de l’ordre ne peut donner un avis favorable que si l’étudiant demandeur a satisfait en France à l’examen de cinquième année, offre les garanties nécessaires de moralité et ne présente pas d’infirmité ou d’état pathologique incompatibles avec l’exercice de la profession. L’existence d’infirmité ou d’état pathologique est constatée, le cas échéant, dans les conditions fixées à l’article R. 4124-3.

Tout avis défavorable du conseil est motivé.
