Article R4251-14 of the French General Code of Local Authorities

The competent administrative authority of the State informs the president of the regional council, with a view to the debate within the territorial conference on public action provided for in article L. 4251-4 as well as throughout the preparation procedure, all the information available to it which is necessary for the region to exercise its powers. Any delay or omission in the transmission of this information shall have no effect on the procedures undertaken.

L’autorité administrative compétente de l’Etat porte à la connaissance du président du conseil régional, en vue du débat au sein de la conférence territoriale de l’action publique prévue à l’article L. 4251-4 ainsi que tout au long de la procédure d’élaboration, l’ensemble des informations dont elle dispose et qui sont nécessaires à l’exercice de la compétence de la région. Tout retard ou omission dans la transmission de ces informations est sans effet sur les procédures engagées.
