In terms of the economical management of space and the fight against the artificialisation of land, territorialised rules ensure that the objectives are applied to the different parts of the region identified by the region, where appropriate on the scale of the perimeter of one or more territorial coherence schemes. For each of these areas, a target is set for the net artificialisation of land, at least in ten-year increments.

En matière de gestion économe de l’espace et de lutte contre l’artificialisation des sols, des règles territorialisées permettent d’assurer la déclinaison des objectifs entre les différentes parties du territoire régional identifiées par la région, le cas échéant à l’échelle du périmètre d’un ou de plusieurs schémas de cohérence territoriale. Est déterminée pour chacune d’elles une cible d’artificialisation nette des sols au moins par tranches de dix années.

Le fascicule peut comporter une liste des projets d’aménagements, d’infrastructures et d’équipements publics ou d’activités économiques qui sont d’intérêt général majeur et d’envergure nationale ou régionale, pour lesquels la consommation ou l’artificialisation des sols induite est prise en compte dans le plafond déterminé au niveau régional sans être déclinée entre les différentes parties du territoire régional.

Il précise les moyens d’observation et de suivi permettant d’évaluer l’atteinte des objectifs et le respect des règles en matière de gestion économe de l’espace et de lutte contre l’artificialisation des sols.
