Article R431-3 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Applications for residence permits not included in the list mentioned in Article R. 431-2 are made in Paris, at the Préfecture de Police and, in the other départements, at the préfecture or sous-préfecture.

The Prefect may also prescribe that applications for residence permits belonging to the categories he determines be sent by post.

Article R431-3

La demande de titre de séjour ne figurant pas dans la liste mentionnée à l’article R. 431-2, est effectuée à Paris, à la préfecture de police et, dans les autres départements, à la préfecture ou à la sous-préfecture.

Le préfet peut également prescrire que les demandes de titre de séjour appartenant aux catégories qu’il détermine soient adressées par voie postale.
