Where the risk of mobile work equipment overturning or tipping over cannot be completely avoided, such equipment shall be fitted either with a structure preventing it from overturning by more than a quarter turn, or with a structure or other device of equivalent effect guaranteeing sufficient space around the workers carried if the movement can continue beyond that limit.
Such protective structures are not required where the equipment is stabilised during use or where the design of the equipment makes overturning or tipping impossible.
