Article R4364-11-4 of the French Public Health Code

The committee of prosthetists and orthotists for the fitting of orthopaedic devices for disabled people in the region designated by order of the Minister for Health comprises :

1° The Regional Director of Youth, Sport and Social Cohesion, as Chairman;

2° The Director General of the Regional Health Agency;

3° A doctor specialising in orthopaedic fittings from the Ministry of Defence;

4° Where it rules on an application to practise as an orthoprosthetist, chiropodist or orthopaedic orthotist:

a) A doctor specialising in physical medicine and rehabilitation or in orthopaedic surgery;

b) A doctor specialising in orthopaedic fittings;

c) Two orthotists who have been practising for at least five years;

d) two chiropodists who have been practising for at least five years;

e) two orthopaedic orthotists who have been practising for at least five years;

5° When deciding on an application to practise as an ocularist or epithesist:

a) A doctor specialising in plastic and reconstructive surgery or specialising in surgery of the face and neck or specialising in maxillo-facial surgery and stomatology, with expertise in orthopaedic devices;

b) A doctor specialising in ophthalmology, with expertise in orthopaedic devices;

c) A doctor specialising in otorhinolaryngology, with expertise in orthopaedic devices;

d) Two ocularists who have been practising for at least five years;

e) Two epithesists who have been practising for at least five years.

An order from the State representative in the region, issued on the recommendation of the regional director of youth, sport and social cohesion, appoints the full members mentioned in 3° to 5°, and their alternates, for a renewable period of five years.

La commission des prothésistes et orthésistes pour l’appareillage des personnes handicapées de la région désignée par arrêté du ministre chargé de la santé comprend :

1° Le directeur régional de la jeunesse, des sports et de la cohésion sociale, président ;

2° Le directeur général de l’agence régionale de santé ;

3° Un médecin spécialiste de l’appareillage du ministère de la défense ;

4° Lorsqu’elle statue sur une demande d’exercice de la profession d’orthoprothésiste, de podo-orthésiste ou d’orthopédiste-orthésiste :

a) Un médecin spécialiste en médecine physique et de réadaptation ou en chirurgie orthopédique ;

b) Un médecin compétent en appareillage orthopédique ;

c) Deux orthoprothésistes exerçant depuis au moins cinq années ;

d) Deux podo-orthésistes exerçant depuis au moins cinq années ;

e) Deux orthopédistes-orthésistes exerçant depuis au moins cinq années ;

5° Lorsqu’elle statue sur une demande d’exercice de la profession d’oculariste ou d’épithésiste :

a) Un médecin spécialiste en chirurgie plastique et reconstructrice ou spécialiste en chirurgie de la face et du cou ou spécialiste en chirurgie maxillo-faciale et stomatologie, compétent en appareillage ;

b) Un médecin spécialiste en ophtalmologie, compétent en appareillage ;

c) Un médecin spécialiste en otorhino-laryngologie, compétent en appareillage ;

d) Deux ocularistes exerçant depuis au moins cinq années ;

e) Deux épithésistes exerçant depuis au moins cinq années.

Un arrêté du représentant de l’Etat dans la région, pris sur proposition du directeur régional de la jeunesse, des sports et de la cohésion sociale, nomme, pour une durée de cinq ans renouvelable, les membres titulaires mentionnés aux 3° à 5°, ainsi que leurs suppléants.
