Article R4381-7 of the French Public Health Code

When the Minister responsible for health plans to fix for one or more academic years the number of students to be admitted to the first year of studies in the training institutes or schools for the professions mentioned in Titles I to VII of this Book and its distribution between the regions, each director general of the regional health agency shall inform the regional council of this plan before 15 May of the previous year.

Each regional council sends its reasoned opinion by 15 June of the same year at the latest to the Director General of the regional health agency, who sends it to the Minister for Health.

Lorsque le ministre chargé de la santé envisage de fixer pour une ou plusieurs années scolaires le nombre des étudiants à admettre en première année d’études dans les instituts ou écoles de formation des professions mentionnées aux titres Ier à VII du présent livre et sa répartition entre les régions, chaque directeur général de l’agence régionale de santé saisit de ce projet le conseil régional avant le 15 mai de l’année précédente.

Chaque conseil régional transmet son avis motivé au plus tard le 15 juin de la même année, au directeur général de l’agence régionale de santé qui l’adresse au ministre chargé de la santé.
