The chairman of the Haut Conseil des professions paramédicales is appointed by order of the Minister for Health from among persons who, through their work or professional activities, have demonstrated their knowledge of the healthcare professions and the organisation of healthcare. The High Council of the Paramedical Professions meets at least twice a year when convened by its chairman. A meeting is convened automatically when requested by the Minister for Health or by one third of the members of the High Council. The Chairman sets the agenda, which must include subjects requested by the Minister for Health or by one third of the members of the High Council.

Employees of public health establishments, private health establishments and health centres who are members of the Haut Conseil des professions paramédicales are entitled to special leave of absence from their employer, upon presentation of the invitation to attend the meeting and, in the case of alternates, the notice of absence of the full member they are replacing. The Haut Conseil des professions paramédicales shall draw up its own rules of procedure, which shall in particular lay down the conditions under which it shall operate. The articles R. 133-5 to R. 133-15 of the Code des relations entre le public et l’administration are applicable.
