Article R4462-12 of the French Labour Code

I. – Within the pyrotechnic enclosure, separate pyrotechnic installations are provided for :

1° The study, experimentation and testing of explosive substances or objects;

2° The manufacture and handling of explosive objects;

3° The manufacture and handling of explosive substances;

4° Destruction of explosive substances or objects;

5° The storage of explosive substances or objects, with the exception of the storage of quantities required for ongoing production.

II. – However, the manufacture or testing of explosive objects may be carried out in the same buildings as the manufacture of explosive substances under the following two conditions:

1° The layout of the installations makes it possible to reduce the number of workers exposed to the pyrotechnic risk, in particular by avoiding intermediate storage or handling;

2° The safety study shows that the pyrotechnic risk to which each worker is individually exposed is no higher than if the two categories of installations were located in separate buildings.

I. – A l’intérieur de l’enceinte pyrotechnique, des installations pyrotechniques distinctes sont prévues pour :

1° L’étude, l’expérimentation et le contrôle des substances ou des objets explosifs ;

2° La fabrication et la manipulation des objets explosifs ;

3° La fabrication et la manipulation des substances explosives ;

4° La destruction des substances ou des objets explosifs ;

5° La conservation des substances ou des objets explosifs, à l’exception du stockage des quantités nécessaires aux fabrications en cours.

II. – Toutefois, la fabrication ou le contrôle d’objets explosifs peuvent être effectués dans les mêmes bâtiments que la fabrication des substances explosives sous les deux conditions suivantes :

1° La disposition des installations permet de réduire le nombre des travailleurs exposés au risque pyrotechnique, notamment en évitant des stockages ou des manutentions intermédiaires ;

2° L’étude de sécurité montre que le risque pyrotechnique auquel chaque travailleur est individuellement exposé n’est pas plus élevé que si les deux catégories d’installations se trouvaient dans des bâtiments distincts.
