Buildings in which pyrotechnic activities are carried out do not have a storey or basement, unless this storey or basement contains only the installations needed to house the facilities of these buildings.
This article does not apply to
1° To pyrotechnic activities whose operating mode requires buildings with workstations on several levels, inside or outside a building. In this case, these workstations are arranged in such a way that pyrotechnic effects occurring on one of the levels cannot seriously affect workstations located on other levels, unless the workstations located on different levels are not occupied simultaneously;
2° Work on high explosive objects requiring the use of superimposed platforms. In the latter case, several independent operations on several different levels may be carried out on the said objects or near the said objects, if the safety study demonstrates that the effects of an event specific to a workstation occurring on one of the levels, other than the effects of a pyrotechnic event linked to the said objects, cannot seriously affect the other workstations located on the other levels;
3° Pyrotechnic activities other than those mentioned in 1° and for which the safety study defined in Article R. 4462-3 demonstrates that the effects of a pyrotechnic event do not affect neighbouring floors and nearby installations, including their access routes.
