Article R4462-26 of the French Labour Code

The employer must ensure that the heads of departments and the heads of workshops, laboratories or worksites have the necessary competence and authority to organise and direct, in accordance with this chapter and good practice, the activities for which they are responsible in the pyrotechnic enclosure.

The employer must also check that the workers responsible for carrying out or supervising pyrotechnic activities, maintenance activities and activities involving the internal transport of explosive substances or objects, under the direction of the managers referred to in the previous paragraph, have the necessary resources to ensure that safety instructions and operating procedures are strictly applied.

L’employeur s’assure que les chefs de service et les chefs d’atelier, de laboratoire ou de chantier possèdent la compétence et l’autorité nécessaires pour organiser et diriger, conformément au présent chapitre et aux règles de l’art, les activités dont ils sont chargés dans l’enceinte pyrotechnique.

L’employeur vérifie également que les travailleurs chargés de conduire ou de surveiller les activités pyrotechniques, les activités de maintenance ainsi que les activités de transport interne de substances ou objets explosifs, sous la direction des chefs mentionnés au précédent alinéa, disposent des moyens nécessaires pour assurer la stricte application des consignes de sécurité et des modes opératoires.
