In addition to the single risk assessment document provided for in Article R. 4121-1, the employer shall draw up a safety study for each pyrotechnic activity mentioned in Article R. 4462-1 and for activities involving the loading and unloading of explosive substances or objects in order to:
1° Identify all possible pyrotechnic events and establish, in each case, their nature and the risks incurred by workers;
2° Determine the measures to be taken to avoid pyrotechnic events and limit their consequences.
Each safety study justifies the dimensions of the devices used to reduce the effects and defines the extent of the safety perimeter to be retained during control, experimental or destruction firing.
Each safety study is reviewed by the employer at least every five years to check that the safety conditions for workers have not changed.
The employer consults the social and economic committee, which may be assisted by an expert if necessary, on any safety study.
II – An order by the ministers responsible for labour and agriculture specifies the content of the safety study, which is adapted for mobile manufacturing units, and which includes :
1° A description of the site or multi-employer pyrotechnic site, each of the pyrotechnic installations and the surrounding area;
2° A detailed description of the explosive substances or objects, their characteristics and their sensitivity to accidental stress;
3° A risk assessment identifying the pyrotechnic events likely to occur and analysing their causes;
4° The prevention and protection measures to be taken to prevent such events occurring or recurring and to limit their consequences.
