Article R4514-3 of the French Labour Code

The social and economic committee of the competent user undertaking shall, if it considers it necessary, instruct one or more of its members belonging to the staff delegation to take part in the prior joint inspection.
The social and economic committees of the external undertakings concerned shall participate, if they consider it necessary, in the prior joint inspection, under the conditions laid down in article R. 4514-9.
The members of the committees designated to take part in the joint preliminary inspection shall issue an opinion on the prevention measures. This opinion shall be included in the prevention plan if the plan has to be drawn up in writing.

Article R4514-3

Le comité social et économique de l’entreprise utilisatrice compétent charge, s’il l’estime nécessaire, un ou plusieurs de ses membres appartenant à la délégation du personnel de participer à l’inspection commune préalable.
Les comités sociaux et économiques des entreprises extérieures intéressées participent, s’ils l’estiment nécessaire, à l’inspection commune préalable, dans les conditions prévues à l’article R. 4514-9.
Les membres des comités désignés pour participer à l’inspection commune préalable émettent un avis sur les mesures de prévention. Cet avis est porté sur le plan de prévention lorsque ce plan doit être établi par écrit.
