Article R4532-77 of the French Labour Code

The project owner sets up an inter-company safety, health and working conditions committee when the worksite is expected to exceed 10,000 man-days and the number of companies, including self-employed workers and subcontractors, exceeds ten in the case of a building project or five in the case of a civil engineering project.
This constitution is effective no later than twenty-one days before the start of the works.

Le maître d’ouvrage constitue un collège interentreprises de sécurité, de santé et des conditions de travail lorsque le chantier doit dépasser un volume de 10 000 hommes-jours et que le nombre d’entreprises, travailleurs indépendants et entreprises sous-traitantes inclus, est supérieur à dix s’il s’agit d’une opération de bâtiment ou à cinq s’il s’agit d’une opération de génie civil.
Cette constitution est effective au plus tard vingt-et-un jours avant le début des travaux.
