The employer shall define and implement preventive measures so as to eliminate or, failing that, reduce as far as possible the risk of electrical hazards during operations on electrical installations or in their vicinity. To this end, he must ensure that :
1° Work is carried out de-energised, unless the risk assessment shows that operating conditions make de-energising dangerous or technically impossible;
2° Operations carried out in the vicinity of bare live parts are limited to cases where it has not been possible to eliminate this vicinity either by consigning the installation or the part of the installation which is the source of this vicinity or, failing this, by ensuring protection by moving away, obstructing or insulating;
3° Non-electrical operations in the vicinity of bare live parts are limited to those operations which contribute to the operation and maintenance of electrical installations.
