Article R4544-5 of the French Labour Code

Off-voltage work is carried out under the following conditions:

1° The part of the installation on which they are carried out must be identified and locked out beforehand, so that, throughout the duration of the work, no voltage remains, can appear or reappear in this part of the installation;

2° It must not be possible to re-establish voltage in the part of the installation in question until the installation has been deconsigned, and only if re-establishing voltage presents no risk.

Les travaux hors tension sont réalisés dans les conditions suivantes :

1° La partie de l’installation sur laquelle ils sont effectués doit être préalablement identifiée et consignée, de telle façon que, pendant toute la durée des travaux, aucune tension ne subsiste, ne puisse apparaître ou réapparaître dans cette partie d’installation ;

2° La tension ne doit pouvoir être rétablie dans la partie d’installation considérée qu’après que l’installation a été déconsignée, et que si le rétablissement de la tension ne présente aucun risque.
